I think this figure is pretty much Daiki Kougyou in a nutshell: nudity, chunky girls, and odd proportions. You're looking at Celia Cumani Aintree from Walkure Romanze: Shojo Kishi Monogatari. She clearly isn't the type to take armor protection too seriously.
Akiba Hobby has an extensive gallery of Celia, highlighting her cast-off look among other things. The figure isn't too bad, I guess. It's just really tacky. Plus I don't like the proportions of her head at all. Anime figures tend to have overly large heads, but this one looks disproportionately small to me. On top of that Celia's face is a bit derpy.

Kotobukiya's Elmina gets a shiny new preview
Tony Taka is well known for designing a gaggle of very similar-looking women for the Shining series. Here's Kotobukiya's take on one of his designs: Elmina Rhoderia from Shining Blade. She's glad to meet you.
The figure is pretty much as simple as it gets, with just a vaguely European-looking outfit and a color scheme that mixes light greens, red accents, and blonde hair. I never feel like Kotobukiya gets the Tony face quite right, but this is a pretty good looking figure regardless. I'm sure Elmina isn't poorly made, but she is fairly bland.
